As Adobe Help suggests, it seems that the error is encountered when there were installation issues for various reasons, although the software installed successfully. Please remove the application completely, delete everything that is related to Dreamweaver and then obtain the new package from the Adobe website.
Try to open the program by clicking Start > Macromedia and then select Macromedia Dreamweaver 8 icon by pressing the right mouse button, Select Run As Administrator to launch the program in Windows 10.
Well a banner is vague. Do you want a simple text one? Go to a site that can make text html banners then simply reference the image. If you want something more fancy simply make the images you want into a moving image like a .gif and then place into the web docs of your server, reference, refresh server and bam!

do you mean like zoom in when editing, or when a person's mouse scrolls over it, it auto zooms?
